Inquiry into youth justice, a report into youth justice by the Scottish Parliament's Justice 2 Committee, calls on the executive to provide guidance for local authorities on the minimum levels of provision of diversionary services for young people. It argues that provision of such services is patchy and expresses "serious concerns" about the adequacy of mental health services for adolescents.
The committee is now asking ministers to consider placing a stronger legal duty on local authorities to provide services for young offenders. MSPs have also asked for clearer guidance for education department staff on their role in diverting young people from crime and a national strategy to ensure that young offenders are not placed in custody unless appropriate.
