At the conference, called Tackling Youth Crime in Scotland, delegates will debate the reform of the region's youth justice process under the Scottish Executive's 10-point Youth Crime Action Plan to reduce youth crime.
The plan commits the executive to the introduction of national standards for its youth justice services, as part of a commitment to reducing the number of persistent young offenders by 10 per cent by 2006.
The conference will also debate key recommendations from a report by Audit Scotland called Dealing with Offending by Young People. The report, which was published in December 2002, was critical that only 37 per cent of annual youth justice expenditure was spent on preventing offending behaviour.
