Professor Tony Watts, of the University of Derby's Centre for Guidance Studies, measured the all-ages service against international quality benchmarks produced by the Organisation for Economic Co-operation and Development (OECD).
Watts, whose study was commissioned by Careers Scotland, outlined his findings at last week's Integrated Information, Advice and Guidance conference in London. He told delegates England had much to learn from both Scotland and Wales' careers services.
Despite teething problems, Careers Scotland provides careers interviews for 90 per cent of school pupils, the review found. Watts' report is due to be published early next month.
