A policy paper, which could be published as early as the autumn, will spell out the role of councils in the education system in light of the planned expansion of the number of state-funded independent schools.
The Department for Education was unable to confirm details, but it is thought the policy could form part of a white paper, due to precede the Children and Education Bill.
John Fowler, policy analyst at the Children's Services Network, said that such a white paper is essential if the government is serious about involving councils in education.
He said the government must allow several months to consult professionals on new proposals, rather than rush policy through. "Local authorities are looking for reassurance on what is required from them," he said.
