Councils to have no say in choice of local apprenticeship providers

Local authorities will not choose which providers supply apprenticeships for young people when councils become responsible for 16 to 19 education next year, CYP Now has learned.

Councils will determine how many apprenticeship places are needed locally, but the National Apprenticeship Service (NAS) will be in charge of contracting suitable providers. The news emerged after the Association of Learning Providers (ALP) sought clarification from NAS on how the new system will work after the Learning and Skills Council is dissolved in April 2010.

In a letter seen by CYP Now, David Way, national director for apprenticeships at NAS, told ALP that councils would not select apprenticeships providers for 16- to 19-year-olds. He said: "There is no formal role for local authorities in determining and awarding contracts."

Instead, NAS will simply discuss apprenticeship delivery and performance with local authorities, in an attempt to manage local demand effectively.
