Safeguarding: Newcastle City sets up standards unit

Newcastle City Council is to set up a special unit to develop standards for safeguarding children, after a baby was killed by his violent father.

Last week, Paul O'Neil was jailed for life for torturing and batteringhis three-month-old son Aaron. An independent review criticised caseworkers for not sharing information or carrying out a comprehensive riskassessment. Catherine Fitt, director of children's services at thecouncil, said: "Lessons have been learned and agencies have been swiftto take action."

She has negotiated with all partner agencies to set up a Children'sSafeguarding Standards Unit, which will develop standards and qualityassurance for safeguarding children. The unit will also monitor allagencies to ensure the findings of the review are "firmly in place".
