Should I Stay or Should I Go?, published by IPPR, looked at the experiences of 16- to 19-year-olds in rural communities in the Northwest.
Jane Midgely, research fellow at IPPR North, said: "There has been a lot of policy attention around young people not in education, employment or training, but the ones who have got jobs often lose contact with advice and guidance on the next step."
An ageing rural population and an influx of middle-aged, middle-class people means young people can be overlooked in policymaking, she added.
The Rural Youth Network is planning a conference in Derbyshire on 28 and 29 November on how Youth Matters is being implemented in rural areas.
