Revised statutory guidance on the roles of the DCS and lead member for children's services

What's it all about? The government is looking to scale back its guidance to councils on the appointment of their director and lead member for children's services. This is in line with the coalition government's localism agenda. This consultation will revise guidance outlined in the 2004 Children Act, which requires councils to appoint the two roles.

What are the main points? The proposals aim to simplify the guidance.

It will still be a requirement for councils to appoint lead members and directors, and both roles need to cover education and social care. The DCS should also be a "first tier officer" who reports directly to the chief executive. The consultation also takes into account Professor Eileen Munro's review of child protection, which includes a proposal that directors and lead members for children's services should not be given additional duties outside of children's services unless in exceptional circumstances.
