In April this year, the Department for Education and Skills launched Working Together to Safeguard Children, long-awaited guidance for agencies on working with sexually active teenagers. In east Lancashire, there had been confusion within agencies about how to deal with sexually active young people and variations in their approach to the issue of confidentiality, against a backdrop of concerns about sexual exploitation. The county council's area manager for children and family services, Paul Armitage, decided a local strategy was needed.
The solution
Armitage felt services in Lancashire could not wait for the government guidance, so work on developing the county's protocol started early last year.
