THE CHALLENGE

When legislation was introduced making it compulsory for local authorities to provide full-time education for all young people out of school, councils had to go back to the classroom to learn how to engage young people outside of the system.

By the time a pupil is permanently excluded from school, they often have deep-rooted problems including a lack of confidence and self-esteem, which makes traditional learning difficult.

THE SOLUTION

Lincolnshire County Council created an alternative education programme for 14- to 16-year-olds who have been permanently excluded from schools. Called Solution 4, it uses vocational learning to try to guide young people back into education or training.
