Tory leader David Cameron is enthusiastic about plans for a national school-leaver programme. He is exploring a proposal to offer three or four months of public service to school-leavers. He says it is an obvious solution to the much-quoted problems that "we don't do enough things together" and that there isn't enough for young people to do.
