1. The debate so far has been about adults exchanging information. That's important. But listening to young people is equally vital. Be alert to the way young people are reacting. Take note of what they are saying and help create a climate where they feel safe.

2. At the core of the present checking system is the Criminal Records Bureau, which carries out searches on the Police National Computer. It is a disclosure system that kicks in when someone has successfully applied for a job to work with young people. Applicants must declare any criminal convictions or cautions on a disclosure form, sign it and submit it to the employer, who will send it off to the bureau.
