The Great Transition report, due to be published at the end of themonth, will suggest that every 18- or 21-year-old should receive a"citizen's endowment" to support higher education and overcome barriersto new business ventures.
Dr Stephen Spratt, director of Nef's Centre for the Future Economy, saidthe fund is needed because the education system reinforces inequalities.He said: "Increased spending in education hasn't been positive forinequality. We have a vicious circle where children of the wealthy getthe best education and jobs, which repeats for generations."
He said that the citizen's endowment would create a level playing fieldfor all young people and would go further than government initiativessuch as the child trust fund, which are not ambitious enough.
