The statement is currently in draft form and will be released once all the commissioners have agreed on its wording.
The joint action will be led by Kathleen Marshall, Scotland's commissioner for children and young people.
She said the first letter she wrote following her appointment to the commissioner's role in April 2004 was to the Home Office, requesting a visit to the Dungavel House Detention and Immigration Removal Centre in South Lanarkshire.
"We are working out an action plan," she said. "For me, it is certainly a huge priority because this issue is a scandal and breaches children's rights."
Peter Clarke, the Welsh children's commissioner, said: "We have quite a lot of evidence of some of the things that are going on - young people are being snatched and taken hundreds of miles away. It is an issue we will be taking very seriously and we hope to use the powers we have to make some changes."
