The survey, which canvassed the views of almost 300 school and local authority professionals at a conference last week, asked respondents to say which part of the core offer was most challenging to deliver.
One third of delegates claimed swift and easy access was the most difficult extended service to provide, while a fifth had problems delivering community access, parenting support and childcare services.
Swift and easy access, which is the system used to refer pupils with additional needs to relevant services, depends on good communication between schools and partner agencies.
Jenna Hall, national services director at charity ContinYou, said the referral service is difficult to provide because building effective relationships between agencies is time consuming.
