Public funding: Charities need more consistency

Children's charities and other large voluntary organisations need a more consistent approach from their public funders, a National Audit Office study has found.

According to the review, national charities reliant on multiple publicsources of funding face disputes between funders over who should bearwhich costs.

Twelve charities, including NCH and the Pre-school Learning Alliance,were surveyed about their funding relationships with public bodies,including local authorities, central Government and health trusts.

The study, Public Funding of Large National Charities, recommended thereshould be shared costing models to determine what elements of servicewill be paid for and a single monitoring process for projects wherethere are multiple funders. It also said standard contract documentsshould be introduced.

Welcoming the study, Clare Tickell, NCH chief executive, said: "It'sgood that there is attention being given to this, given the fact that somuch of the voluntary sector is involved in providing services to localauthorities."
