Private fostering: Foster carers could pay registration fee

Private foster carers could be charged a three figure registration fee if Government safeguards to protect children through advance notification prove inadequate, a conference has been told.

From 1 July councils must make private foster carers aware of their requirement to notify local authorities of their arrangements to enable safety checks to be made. A sunset clause in the Children Act 2004 will allow the Government to establish a registration system if the new measure prove ineffective. But Bruce Clark, head of family policy at the Department for Education and Skills, said if there was registration it was likely foster carers would have to pay.

John Coughlan, chair of the Association of Directors of Social Services' children and families committee, said he was writing to all directors warning of the resource implications of registration.
