Organisers of the group, which launched the campaign last week, claim legislation outlined in the Education and Inspections Act 2006 places a duty on local authorities to provide youth work in the form of positive activities; include young people in decision making; and consult young people on service provision.
Campaigners are now calling on children's minister Tim Loughton to intervene when authorities fail to meet these duties, or they will take legal action.
"There are a whole range of local authorities acting illegally by abandoning their youth service," said Doug Nicholls, national secretary of CYWU.
He said court action was imminent because many youth services are already being slashed.
