Policy adviser blames cuts on councils

Widespread cuts to youth services are not down to central government as much as due to youth workers failing to convince local authorities of the value of their work, a key government youth policy adviser has said.

Paul Oginsky, government adviser for the National Citizen Service, said: "I know how effective and beneficial youth work can be. But if youth work is being closed down then youth workers aren't communicating how effective and beneficial youth work is to their local authority."

He said that it was easy to blame central government for the cuts but that youth services should channel their energy into establishing "a groundswell of support at a local level".

But Doug Nicholls, national officer for youth and community workers at Unite, said: "For the government to blame local authorities for the disproportionate cuts to youth services is like the axeman blaming the axe for his destructive work."
