The paper says little about an ultimately more effective approach, a local and national youth engagement strategy that supports active citizenship and young people's human rights.
Rather than simply placing a duty on local authorities to deliver positive activities for young people, councils should be obliged to secure the participation of young people in all decisions affecting them within a local authority area, including securing positive activities.
Young people can be given real influence over the activities that are available in their local area through more effective youth engagement arrangements. The new duty should require the development and linking of school councils, youth groups, youth councils and the UK Youth Parliament.
