That's where the problem starts: a toothless tiger on a strong leash held in check by the secretary of state. The commissioner must have independence from government, as well as power to decide what to investigate and to call witnesses, including politicians, and to hold them to account for their obligations to uphold the rights of all children and young people under the UN Convention on the Rights of the Child. And the convention is neither a "set of principles", nor something the commissioner or government ministers "may wish to refer to". International law is a tad more than that. Or at least that's what we tell, and impose with force on, other nations.
