Interesting and challenging for some, but a major cause of stress for others. People in youth organisations are being overwhelmed by bureaucracy.

They are frustrated at spending more time completing forms than delivering services.

Managers, staff and volunteers are increasingly frustrated by agendas and fund- ing criteria that fail to reflect the complexity of young people's lives. And the level of work-related stress this frustration is causing is not being addressed by the individuals or their employers.

I see too many people who have accommodated stress-related symptoms for long periods, but by ignoring the warning signs they could suffer stress-related ill-health. Warning signs include mood and behaviour changes, irritability, increased muscular tension, increased smoking and drinking, and deteriorating relationships. If the Government's reforms are to be implemented successfully, they will need to address the causes and effects of stress.
