The paper contains a lot of good stuff about improving opportunities for young people. But it seems to be based on the flawed idea that things will get better. Actually, all the indicators are telling us that things are going to get a lot worse before the problem is solved, and that this problem is occurring nationwide.
A year ago, the voluntary sector in Surrey realised that trends over the previous three or four years were causing some concern. We were picking up extra work supporting young people and our services were growing. But the funding we had did not match the need.
