Improving public services by working more effectively with the third sector is at the heart of a swathe of legislation and policy approaches; from the children and childcare Acts to the recent local government white paper.

And the number of mechanisms to involve the third sector is increasing,through children's trusts, commissioning arrangements and localcompacts.

However, for many third sector organisations, this ambition is not beingtranslated into reality. Larger organisations are dealing with thechallenges of funding, investment and capacity that contracting forservices can bring. But the vast majority of smaller organisationssimply do not have the capacity to develop or deliver services.

The need to build voluntary sector capacity is being taken seriously byKnowsley Metropolitan Borough Council. It has recognised two ways inwhich it can support the sector to achieve the Every Child Mattersoutcomes.

The first is identifying and supporting agencies that can deliveroutcomes.
