What exactly is this about then? It's about what makes a worker with young people a "youth worker". Over the past 50 years, youth work has continually evolved as a distinct profession. Crucial to that has been a validated youth work qualification that gives access to qualified status and hence to a pay and conditions scale (in this case the Joint Negotiating Committee, or JNC). There has to be a process for ensuring youth work courses are up to scratch - this is the handbook for that process.

Who decides on the criteria? Since 1991, it has been The National Youth Agency's Education and Training Standards (ETS) committee.
