So why have we got this report now? The trouble is, nobody seems to know what we should be doing with the 18 to 21 age group. They seem to be falling between several different policy stools. The Criminal Justice and Court Services Act 2000 provided for the abolition of the sentence of Detention in a Young Offenders' Institution (YOI), but this has not been implemented. They were going to be brought within the scope of the same detention and training orders as juveniles, though that was abandoned when plans were announced to include them in the Custody Plus programme - and now that too has been put on hold.
