What's prompted the Department of Health (DoH)'s interest in youth development? It stems from a recent review of American approaches to preventing teenage pregnancy. This review of evaluated youth development projects showed promising results for addressing a range of risk-taking behaviour from projects that offer structured programmes over prolonged periods.
Sounds like youth work - we're doing that already. The DoH acknowledges that the individual elements of the successful US programmes can be found in programmes in England, but few have all the elements. "There is no well developed, coherent "young people's development" approach in the UK, as is evolving in the US," states the DoH. This three-year pilot programme will aim to work with up to 30 existing projects doing this kind of work and encourage them to expand their approach to take in all the success factors identified in the US review.
