The green paper on children's services, Every Child Matters, is coming under scrutiny as ministers and youth organisations participate in a number of fringe events. Young people's minister Margaret Hodge is promoting the virtues of the green paper.
Other key Government figures are also setting out Labour's plans for young people, including Home Office minister Paul Goggins and trade minister Nigel Griffiths.
The conference kicked off with Commons leader Peter Hain insisting that Labour could eradicate child poverty.
And the opening day saw Scottish First Minister Jack McConnell renew his criticism of those within the youth work profession who oppose the Scottish Executive's youth justice plans (YPN, 10 September, p5).
