Analysis: Policy - Labour party conference

Recent years, and previous Labour Party conferences, have involved a lot of talk about youth services, resulting in policy documents such as the Youth Matters green paper.

There has also been investment in the form of the Youth Opportunity Fund and Youth Capital Fund. So it was perhaps a little surprising to hear youth minister Beverley Hughes talking about a "step change" in services for young people at this year's conference.

This latest attempt to work out how Labour can achieve its aims on youth has come about as a result of the announcement of the 10-year Comprehensive Spending Review in 2007.
