Justine Greening, MP for Putney and a vice-chair of the party, said the Conservatives are developing a "youth and community action programme".
She said: "This could involve three or four months, maybe more, of experience in the community, maybe with the armed forces, that teaches them about working with the community."
The Conservative Party leader David Cameron held meetings earlier this year with The Prince's Trust, The Duke of Edinburgh's Award, and volunteering organisation CSV, to seek advice for the scheme, but it is not clear if any of these bodies would be involved in its delivery.
Stephen Williams, Liberal Democrat spokesman for higher and further education, and MP for Bristol West, said his party has similar plans.
