PARTICIPATION: Pilot to help pupils become governors

Grant-maker the Carnegie UK Trust has awarded 14,000 to the Institute for Public Policy Research to create a programme with the Phoenix Education Trust and Citizenship Foundation to get schools involved in testing the scheme.

The initiative follows changes to the rules to allow under-18s to become "associate members" of school governing bodies. Under amended laws, they can attend meetings and sit on committees, but do not have voting rights. So far, 13 schools and six local education authorities have committed to taking part.

Separately, Carnegie is to refocus its grant awards scheme to target participation projects as part of a new phase of work for 2004-05.
