Parents could face social care bills

Parents could be charged for children's social services under plans under consideration by Monmouthshire County Council.

The controversial plans being deliberated by the Conservative-controlled council could see parents who use children's homes or fostering services for brief periods subjected to a means test. A report setting out the plans suggests the council could save £30,000 a year.

A spokeswoman for the council said no decision had yet been made. But Robert Tapsfield, chief executive of the Fostering Network, criticised the idea: "These schemes have the potential to introduce very time consuming and bureaucratic processes that make little financial difference."
