The Every Parent Matters strategy also proposes learning packs for lessliterate parents, training councils to deliver information sessions forparents of schoolchildren and the establishment of parent councils.
The strategy highlights areas of good practice including engaging dads,home visits before children start school and offering activities thatmake it easier for working parents to be involved.
Education secretary Alan Johnson said: "The evidence that good parentingplays a huge role in educational attainment is too compelling to ignore.It outstrips every single other factor."
A spokesman for the Family & Parenting Institute said they supported thestrategy's consolidation of family policy and good practice, but weredisappointed the report did not try to resolve differences betweenpolicies for families with acute problems and those with everydayproblems.
