A report has argued that the definition of bullying has become too broad and that there needs to be a distinction made between serious and sustained bullying and the more minor skirmishes between children.

Bullying is a serious problem that needs to be tackled effectively. This means distinguishing between bullying - which is sustained and involves a power imbalance - and more minor fallings-out among children.

Some parents - and children - are misdiagnosing bullying, as teachers and child psychologists will confirm. If teachers feel under pressure to respond, they may step in too soon, stopping children learning how to handle situations themselves. The rest of children's lives are so controlled that social interactions in school are especially important.

But of course, children need someone to turn to.
