Keates contrasted the nice Kelly with the nasties over at the Education and Skills Select Committee. Back in November, Keates gave evidence to the committee and her union's policy got a rough ride. In return she called its approach "irrational and blinkered".

Although this is encouraging, it is also perplexing. What has changed?

Under Kelly, the Government has said it will issue guidelines. But the NASUWT claims members who have followed guidance have found themselves the subject of legal action.

No guidance that Kelly can issue can prevent solicitors writing letters or parents threatening court action if they feel negligence contributed to an injury. So why is the NASUWT so happy? Very bewildering.
