Well, not exactly give them. But certainly let them into pubs to drink alcohol in a controlled way. That, he reckons, could reduce the problems associated with underage drinking. He acknowledged the reality that young people do consume alcohol. They need to be shown how to enjoy it.
The inspector's plan doesn't appeal to the chair of the local Federation of Licensed Victuallers Association. Miles Vaughan, landlord of the Royal Victoria in Prestatyn, told the BBC that it should not be up to him to educate teenagers about drinking alcohol.
There was a refreshing honesty about the landlord's stance. "I wouldn't be interested in letting 16-year-olds into my premises," he said. No fancy policy analysis there. Just plain prejudice against young people.
