Opinion: Neet isn't another term for young nobodies

Charles Murray, the advocate of one version of the "underclass", pops up once more. His previous work maintained that there was a clearly emergent and growing underclass, identifiable in the form of feckless single mothers, irresponsible young men and increasing crime. He attributed this, first in the US, then in the UK, to a welfare society that permitted such phenomena to flourish, at a significant social - and economic - cost to all of us.

Now he argues that we must abandon all belief that positive social policy might assist the inclusion of these groups. It will not, for they are embedded in their cultures of poverty.
