Opinion: Latvia has the right idea about happiness

I was in Latvia a few weeks ago and was struck - as I always am in central and eastern European countries - by the warmth, enthusiasm and commitment of young people. They are making the best of what they've got: new freedoms, wider horizons, membership of the EU and access to its youth programmes.

It occurred to me that perhaps they have relatively low expectations, though I do not mean that in any disparaging sense. In the UK, the term is invariably used critically, condemning those who do not raise their sights higher. Just think of the policy debates on teenage pregnancy or looked-after children. The talk is of raising their expectations, but when these are not achieved, despondency and self-blame set in.
