I think ALL discrimination is wrong so I would get rid of specifically recruiting and promoting ethnic minorities. I would take the two-man patrols and make them split up, that way we would have twice the number of bobbies on the beat.

Every policeman is carrying enough equipment to protect themselves and call for back-up, so having two wandering around together makes no sense.

I would make all the policemen patrol places local to where they live, as this will make them more vigilant towards crime and familiar to local people.

But of course most crimes are not solved by nice men in big helmets, so I would take a hard look at the forms policemen have to fill in and get rid of as much of them as possible, and I'd encourage people to watch their expenses, so money could be used on equipment.
