Our public services need young people's energy. Services would be able to recruit more young people. Our research shows that if young people were given opportunities to volunteer, 86 per cent would take part as long as their friends did. Compelling young people will take away young people's decision-making. I don't think forcing them will encourage positive citizenship, and it will turn young people off volunteering.
