Opinion: Hot Issue - Have conditions improved for young people heldin custody?

They have definitely improved. To start off with, there is now a juvenile secure estate with a distinctive identity, so juveniles are not treated as mini-adults and it is recognised that they have specific needs. We now have a national placement system that is more robust and developed assessment tools like Asset that give better information on young people's needs.

What we have done to the secure estate itself is to develop the role of the private sector through secure training centres, which has brought in new facilities.

In the Prison Service, where the biggest improvement was needed, we have 24-hour healthcare, and have put in first-night packs.
