Among the changes to government in recent weeks has been the elevation of what remains of the Social Exclusion Unit to the new Social Exclusion Task Force, reporting to the Prime Minister (YPN, 12-18 July 2006, p13).

Given the attention that the unit has given to the needs of young adults, it is a propitious moment to address transition to adulthood.

Published last November, the Social Exclusion Unit report Transitions: Young Adults with Complex Needs provided the first recognition by the Government of the difficulties young people face as they enter their twenties, particularly those suffering severe disadvantage. Greater support for those aged 16 to 25 was identified as a necessary step in diminishing the risk of exclusion being passed down to the next generation.
