Last week the Department for Work and Pensions withdrew its proposal to dock housing benefit from anti-social tenants. Three-quarters of the organisations responding to the department's consultation opposed the proposal, including eight in 10 local authorities.
The rethink follows the disappearance of a similar proposal to remove child benefit from parents whose children play truant. That scheme was dropped quietly after Labour MPs voiced opposition.
Neither U-turn means the Government is retreating from its view that entitlements to rights come with civic responsibilities. Nor does it suggest the Government is shying away from its belief that parental responsibility must be bolstered by public policy.
