OPINION: A Tale of two support services

It is timely to remind ourselves of the philosophical bases upon which the two support services were constructed. Connexions in England was the product of some very particular concerns, namely school exclusions, concern about post-16 participation and addressing those not in education, employment or training. It emerged in a rough and ready form early in 2000 following the Learning to Succeed white paper and the Social Exclusion Unit report Bridging the Gap. The central focus was retention and achievement in learning. From a Welsh perspective, this is necessary but not sufficient.

England had looked at the issues facing teenagers at risk of dropping out from education and training, substance misuse, criminality and homelessness.
