The joint Department of Health and Department for Children, Schools and Families guidance focuses on catching children at risk of obesity at an early age.
The government plans to run a breastfeeding campaign, which will include a helpline for mothers, and develop a code of best practice for businesses to support employees who wish to breastfeed.
The strategy Healthy weight, healthy lives says the Early Years Foundation Stage will help ensure children's health is promoted and measured using the National Child Measurement Programme data for reception year pupils and other indicators.
Purnima Tanuku, chief executive of National Day Nurseries Association, said: "Practitioners recognise the vital role they play and ensure children enjoy the benefits of nutritious menus and exercise. It is important nurseries receive support to involve parents in this approach."
