Responding to a debate in the House of Commons, the NMC said it was saddened that MPs had not accepted an invitation to meet with the regulatory body to discuss their concerns.
Speaking in the debate, Devine said: "The NMC app-ears to be a fundamentally dysfunctional organisation, where the priority of those in control is to maintain the status quo at the expense of proper transparency and good governance."
Health services minister Ben Bradshaw told MPs he had asked the Council for Healthcare Regulatory Excellence (CHRE) to speed up its annual report on the NMC and was pleased people within the organisation had asked the Charity Commission to investigate its work.
