It follows the revelation (News, 26 May-1 June) that part-time, free nursery education for every three-year-old is not yet universal, despite claims to the contrary by children's minister Margaret Hodge.
Croydon Council said that it had, in principle, secured extra funding to enable it to meet the Government's target after positive discussions with the Department for Education and Skills.
A council spokesman said: "Although final details need to be confirmed, we are expecting the money from the Government to enable us to backdate placements to April this year."
A DfES spokeswoman said the money was not additional cash but an advance on a grant, which would be recouped by reduced funding in future years.
