Numbers game: Scottish offenders

Figures released by the Scottish Executive show that Glasgow had 219 persistent juvenile offenders in the year to March 2004. In total, this group accounted for 2,153 referrals to children's hearings.

Edinburgh had 89 persistent offenders, less than half the number in Glasgow.

Dundee had 109, who were referred to children's hearings 1,052 times overall.

Eilean Siar in the Western Isles, Dundee, Stirling and the Scottish Borders have the highest proportion of persistent young offenders who have been referred to the Scottish Children's Reporter Administration.

The figures, released last week, show that just over half of children's hearing referrals in Eilean Siar were attributed to persistent young offenders.
