In a Home Office report, Juveniles in Custody, nine out of 10 young men said they wanted to give up a life of crime, but a third said they would need help to stop offending when released.
Nearly three-quarters believe that having a regular job would prevent them from reoffending, while less than half said that having something else to do would be enough to stop them.
The intervention of youth professionals also figured low on the list. Only a tenth said that talking about their offending with staff would stop them, while just over a quarter felt that having a youth offending team or social worker that they got on with would change their behaviour.
