Northern Ireland: Review of child protection services

A regional inspection of child protection services in Northern Ireland will begin with the Craigavon and Bainbridge Community Trust, which was subject to a review after the death of an adopted 14-month-old baby.

David Briggs and his twin brother Samuel were adopted from Romania by County Armagh couple Gwen and Geoffrey Briggs in 2000. Four months later David was dead and Samuel admitted to hospital with a fractured skull.

According to a report from the DoH and Social Services, the Craigavon and Bainbridge Community Trust, responsible for monitoring the Briggs's, has now implemented the majority of 51 recommendations made following a review of its services, including those relating to inter-country adoption, GP services and paediatric health.
